The Class Environmental Assessment Process for Group ‘B’ Projects
Text description of the diagram
Overview
The diagram depicts the class environmental assessment process for group 'B' projects. It indicates where the project currently is in the phases of the process, and outlines the different steps and outputs related to the current phase of the project, as indicated on a timeline.
Values
The stages of the process are listed as:
- Public Consultation
- Ongoing Transportation Needs Assessment
- Need Identified
- Preliminary Design
- Detailed Design
- Construction
The timeline is titled “The Environmental Assessment Process During Detailed Design.”
The steps and outputs along the timeline are in order from left to right and titled:
- Data Collection
- Notice of Study Commencement and Project Website: Fall 2026
- Evaluate & Refine
- Identify
- Review
- Public Information Centre: Fall/Winter 2026
- Finalize
- Report
- Transportation Environmental Study Report (TESR)
- Clearance
Each of these steps include a description, detailed below. Most of the outputs do not include a description.
- Data Collection
- Review available background information and conduct field investigations as required to update or confirm existing conditions identified during the previous study.
- Notice of Study Commencement and Project Website: Fall 2026
- Evaluate & Refine
- Evaluate options for construction staging and traffic management. Consider potential design refinements to the Preferred Plan developed during the previous study.
- Identify
- Identify the Technically Preferred Plan. Identify mitigation measures to address potential impacts.
- Review
- Review the environmental existing conditions and impacts based on the refined design. Identify new impacts and mitigation measures where required.
- Public Information Centre: Fall/Winter 2026
- Finalize
- Complete Detailed Design of the Technically Preferred Plan to an implementation level of detail.
- Report
- Document the detailed design, environmental commitments, and project recommendations leading to the Technically Preferred Plan in the Transportation Environmental Study Report (TESR).
- Transportation Environmental Study Report (TESR)
- (Available for a 30-day Public Review Period)
- Clearance
- The Class EA requirements are met and the project is cleared to proceed to construction.
Presentation
The stages are listed horizontally. The name of each stage is inside a chevron arrow shape pointing to the left.
The words “We are here” are placed below the “Detailed Design" stage with an arrow pointing upward to the beginning of that stage.
A circular arrow icon next to “Ongoing Transportation Needs Assessment” emphasizes that it is repeated throughout the process.
Below the stages of the process is a timeline that details the steps and outputs of the “Detailed Design” stage. This timeline is inside a grey box with a triangle that points to “Detailed Design” in the list of stages.
These steps and outputs are depicted at various intervals along a right-pointing orange arrow.
“Data Collection,” “Evaluate & Refine,” “Identify,” “Finalize,” “Report,” and "Clearance" are all depicted at relatively equal intervals along the arrow. These steps all branch upwards from the arrow.
“Notice of Study Commencement and and Project Website: Fall 2026” is depicted shortly after “Data Collection,” implying that this is the output of the “Data Collection” step. "Review" is depicted between "Identify" and "Finalize" and "Public Information Centre: Fall/Winter 2026" is depicted between "Review" and "Finalize." “Transportation Environmental Study Report (TESR)” is depicted shortly after “Report,” implying that this is the output of the “Report” step. These outputs branch downwards from the arrow, visually setting them apart from the steps.
