Class EA Process

The Class Environmental Assessment (EA) for Provincial Transportation Facilities and Municipal Expressways (2024) provides a decision-making process to ensure that all relevant engineering and environmental factors are considered in the planning and design of transportation facilities.

This Preliminary and Detail Design Class Environmental Assessment study for Highway 7/8 is being undertaken as a Group ‘B’ project, which includes highway improvements that modify traffic access or add capacity to existing provincial transportation facilities.

This study includes Preliminary Design and Detail Design. Environmental commitments identified during the Class EA process will be carried forward and implemented during Detail Design and construction.

Upon completion of the study, a Transportation Environmental Study Report (TESR) will be prepared to document the following:

  • A description of existing conditions and the major features of the proposed work
  • The identification and evaluation of alternatives considered at ramp terminals (traffic signals/roundabout requirements)
  • The Recommended Plan – the major features of the proposed work
  • A full description of the consultation program
  • Identification of all project approvals, licenses, and permits that have been or must be obtained
  • Environmental impacts, mitigation, and protection measures that will be implemented
  • Commitments for future work

The TESR will be placed on the Public Record for a comment period of 30 calendar days to provide an opportunity for stakeholders to review and comment on the document.
